Example, you can highlight specific provinces of interest, this is important as friendly AI will be inclined to give you occupation of that land in a war. I wouldn't say it makes it harder or easier but it does add things which are necessary. In the long term, the new Diplomacy improves alliances over long period of time, and punishes those who constantly keep breaking alliances and signing new ones. The new Diplomacy system boosts bigger and stronger countries at the start (Ottos, Timmy) because you can not ask your new ally help you conquer neghbours next day the alliance was signed. However, if you play as non-horde in same region (Russia, Asia), the Hordes ruled by AI will be stronger so your position is weakened. Now, is it going to make the game more easier or more difficult? Well, if you play as Horde, it will be easier. Personally, I prefer to play without this, but it really depends on how player feels, some players refuse to ever play without it again. It will add Trust and Favors mechanics so the relations between countries become more complex. Second, the DLC also changes Diplomacy somewhat.
